Trump Administration Eyes Idaho for One-Third of Nation’s High-Level Nuclear Waste Under New Federal Plan

The U.S. Department of Energy this week unveiled a proposal that would place a major share of the country’s high-level nuclear waste in Idaho, reviving a decades-old debate over the state’s role as a storage hub for radioactive material. The plan, formally called the Nuclear Lifecycle Innovation Campus, targets three states willing to host consolidated waste stockpiles — and Idaho is among them.

If adopted, Idaho could receive more than 30,000 metric tons of high-level nuclear material, roughly one-third of the nation’s total cache, for long-term monitored storage. The proposal marks one of the most significant shifts in federal nuclear waste policy in a generation.

Idaho Officials Back the Proposal

The Idaho submission was signed by Gov. Brad Little and endorsed by the state’s entire congressional delegation — Sens. Mike Crapo and Jim Risch, and Congressman Mike Simpson. All three are Republicans who have long supported expanding Idaho’s role in the nuclear energy sector.

The state’s proposal indicates a willingness to explore long-term monitored storage options, including deep borehole storage technology. However, the document draws a clear line: Idaho will not consider a deep geologic repository beneath the Idaho National Laboratory site or anywhere above the Snake River Plain Aquifer, a critical groundwater source for agriculture and municipalities across southern Idaho.

The proposal also signals that future modifications to existing waste agreements — legal compacts that have governed nuclear material movement into and out of Idaho — will be revisited when “relevant and appropriate,” language that suggests the state may be open to renegotiating longstanding restrictions.

Idaho is also actively revising its internal regulatory codes to consolidate oversight authority over nuclear and hazardous waste facilities, a structural change that would streamline permitting and management if the federal plan moves forward.

Decades of Conflict Over Nuclear Waste

Idaho’s relationship with nuclear waste storage is long and contentious. The state served as a de facto storage location from the early 1970s through the end of the 1990s, accumulating material with few enforceable limits on how much could enter or how long it could stay.

Former Democratic Gov. Cecil Andrus — who first took office in 1971 — became one of the most vocal opponents of the arrangement. He physically blocked a waste shipment at the Idaho border in 1988, declaring that Idaho had become the nation’s “de facto nuclear waste dump.” His actions forced a national conversation about the lack of a permanent disposal strategy.

It was Republican Gov. Phil Batt who ultimately secured a landmark agreement in the 1990s placing strict limits on new waste movement into Idaho and establishing cleanup timelines for existing material. That agreement has shaped the state’s nuclear policy ever since, making the new federal proposal — and the current administration’s apparent desire to revisit those arrangements — a significant departure from the status quo.

What the Plan Means for Idaho

Supporters frame the proposal as an economic and strategic opportunity, positioning Idaho as a central hub for the country’s growing nuclear energy industry. The INL campus already hosts substantial federal nuclear research operations, and proponents argue that expanded storage could attract investment and long-term federal partnerships.

Critics are likely to focus on the risks to the Snake River Plain Aquifer and the adequacy of existing waste agreements, questions that Idaho’s congressional delegation and the Little administration will face as the plan advances through federal review.

The proposal’s language acknowledging future modifications to waste agreements is particularly significant — those compacts were hard-won by prior administrations and carry legal weight that any changes would need to navigate carefully. Idahoans with long memories of the Andrus-era battles may scrutinize whether the safeguards that Batt secured remain intact under any new framework.

What Comes Next

The Department of Energy’s plan is still in early development. Federal site selection, environmental review, and public comment processes would follow before any waste movement could occur. The state’s willingness to engage, however, signals that Idaho officials view the Nuclear Lifecycle Innovation Campus as a serious opportunity rather than a political liability — at least for now.

As Idaho navigates other major environmental decisions — including a pending water quality review for a Teton River hydroelectric project — the nuclear waste proposal adds another high-stakes dimension to the state’s relationship with federal energy and environmental policy.
