Swan Falls Flow Sits Comfortably Above Minimum Threshold as Summer Progresses

The Snake River at Swan Falls is meeting its legally required flow levels with room to spare, according to the latest monitoring data from the Murphy Gaging Station near Murphy, Idaho.

The three-day average annual average daily flow, or AADF, recorded on July 26 came in at 4,376 cubic feet per second — clearing the summer minimum requirement of 3,900 cfs by 476 cfs. The summer threshold applies from April 1 through October 31 each year.

Why the Swan Falls Measurement Matters

Swan Falls Dam on the Snake River is a key reference point in Idaho water law. Under a landmark 1984 agreement between Idaho Power and the State of Idaho, minimum flows at Swan Falls must be maintained to protect senior water rights held by Idaho Power for hydroelectric generation. The Murphy Gaging Station provides the official measurement used to track compliance with that agreement.

The monitoring program compares current readings against a historical baseline drawn from records spanning 1981 through 2024, giving water managers and policymakers a long-term frame of reference for whether current conditions are unusually high, low, or within normal range.

Seasonal Threshold Shifts in November

The current 3,900 cfs minimum remains in effect through the end of October. When November arrives, the required minimum jumps significantly — to 5,600 cfs — and holds at that level through March 31. The higher winter threshold reflects increased hydroelectric generation demands during colder months.

With the July 26 reading sitting 476 cfs above the summer floor, there is currently no shortage concern, though flows will need to remain well above current levels to meet the higher winter standard once the calendar turns.

Data Cadence and Reliability

The figures are classified as preliminary and remain subject to revision as quality-control processes are completed. Monitoring updates are published on a weekly basis, typically on Mondays, though more frequent reporting can be issued if conditions warrant closer attention — such as during drought stress or rapidly changing snowmelt patterns.

Water flow conditions on the Snake River intersect with a range of Idaho resource and energy policy questions. Idaho is also among five finalists competing to host a federal nuclear innovation campus, an initiative that could shape the state’s long-term energy infrastructure. Separately, the state’s wolf population has declined to 1,129 animals as wildlife managers push toward a target of 500, a debate that touches many of the same rural communities that depend on Snake River water allocations for agriculture and ranching.
